What a comment pack does well is fix the empty-comment-section problem. A video with 2,000 views and zero comments looks like nobody cared.
The same video with fifteen specific comments looks like a conversation already started. Real viewers are far more willing to add to a conversation than to open one. That's social proof, and it's the whole point.
